An island most players could not find on a map
Anjouan, also called Ndzuwani, is one of the three islands that make up the Union of the Comoros, in the Indian Ocean between Mozambique and the northern tip of Madagascar. The other two are Grande Comore and Mohéli; nearby Mayotte belongs to France. Anjouan has around a third of a million inhabitants and a large degree of autonomy within the Comoros.
Its gaming licences rest on the Computer Gaming Licensing Act of 2005. For years the regime was a footnote. Then Curaçao reformed its system, and operators looking for a quicker, cheaper licence started to arrive.
Why the name is suddenly everywhere
When Curaçao ended sublicensing and required direct licences with more paperwork (see our Curaçao guide), some operators chose a different route. Anjouan offered one: an application handled in weeks rather than months, lower fees, and fewer questions.
That is exactly why you should read the badge carefully. A licence that is quick and cheap to obtain filters less. It does not mean every Anjouan-licensed casino is badly run; plenty of operators hold several licences for business reasons. It means the licence alone tells you less than a Maltese or Ontario registration does.
What we could verify, and what we could not

How to check an Anjouan-licensed site anyway
Since the regulator's public tools are thin, the checks fall on you and on the operator. Here is what we look at:
- The seal. Click it. It should open a validation page on the licensing authority's domain naming the company and the website. A static image is a warning sign.
- The company. The terms and conditions should name the operating company and its registered country. If they do not, stop there.
- Other licences. Some operators hold an Anjouan licence alongside another one. If so, check the other one on its own register: that is where your real recourse sits.
- A small first withdrawal. Deposit $20 or $30, play a little, and withdraw before committing more. How the casino handles a small cash-out tells you a lot.
- Support in writing. Ask one precise question by email: which company holds your licence, under which number? A clear answer within a day is a good sign.
A worked example. Say you plan to spend $100 over a month on a site with only an Anjouan badge. Split it: a $30 first deposit, one withdrawal test of whatever is left, and only then the rest. If the test cash-out takes a week and three emails, you have lost time, not your whole budget, and you have learned something the footer could never tell you.
If there is a dispute
Be realistic. Your leverage comes mainly from the operator itself: its written complaint procedure, its reputation, and any other licence it holds. Write to the complaints address, keep copies, give dates and amounts. If the operator also holds a licence from a regulator with a complaints desk, such as the Malta Gaming Authority, use that route.
A card deposit may also give you a chargeback option through your bank in some situations, but banks decide those case by case and a casino can close an account that disputes a payment. Treat it as a last resort, not a plan.
One more thing we can say for certain: an Anjouan licence does not place a casino in Ontario's regulated market. Only the AGCO and iGaming Ontario system does that.
Where Anjouan sits among the licences
Picture the licences on a scale of how much a regulator will do for you after something goes wrong. Ontario's system sits at one end, with a provincial agency taking complaints. Malta is close behind, with a register and Player Support. Kahnawake, a Quebec-based regulator with thirty years of history, sits in the middle. Curaçao is climbing after its reform. Anjouan, today, sits at the light end.
